if you really want to beat index, there are two ways,

#1, long up trend + cash down trend, or
#2, long up trend + short down trend

Long regardless the market condition will end your account as red, big red...
I have done over hunards such kind back tests over 20 years data....

BTW, you test should cover at least one bear market & one bull market
It is better to cover 2 bull market + 2 bear market.. this means 20 years data

The results from a signal bull market only will misleading
