Although there is RSI divergence on 15 min chart, there is no RSI divergence on SPY daily chart. Does that make RSI divergence on 15 min chart too weak to predict trend changing ?

divergence on 15 min chart means possible intraday pullback. divergence on daily chart means daily pullback. Make sure you know your trading time frame. Don't mix them together.
