高盛：美联储下周推部分QE3举措

　　新浪财经讯 美国东部时间8月5日中午(北京时间8月5日凌晨)消息，继美银美林、摩根大通之后，高盛周五发布报告下调美国经济增速预期，该行预计美国经济33%几率再度陷入衰退，而美联储将于下周二议息会议后公布部分第三轮量化宽松政策(QE3)，对资产负债表规模给出指引。

　　高盛指出，美联储将在议息会议后宣布，“较长时间”维持资产负债表规模不变。自2009年3月以来，美联储20次议息会议声明都表示会“较长时间”保持0-0.25%低利息水平。但美联储主席伯南克在6月议息记者会上，拒绝回应6月30日QE2结束后，会否“较长时间”维持资产负债表规模不变。

　　高盛预计，美联储将维持目前的低息政策以及2.75万亿至3万亿美元的资产负债表规模直至2013年。同时，美联储会将已到期的国债所回笼的资金再购买国债，高盛预期，这些再购买的国债到期后，美联储会把回笼资金用于购买更长期的国债，只是8月9日美联储还不会做出再度加长的决定。

　　经济层面，高盛下调美国经济增速预期，将2011年第3季度经济增速由2.5%下降至2%，第四季度经济增速由3.3%降至2%，2012年全年经济增速由3%降至2.1%。该行认为美国有33%几率再度陷入衰退，失业率到2012年年底仍达9.25%，而2012年全年的通胀预期则由1.6%微降至1.5%。(颜茜 发自美国纽约)

CHICAGO (MarketWatch) -- Italian Prime Minister Silvio Berlusconi said Friday that his country has "solid economic fundamentals" and that its banks are solvent. He added in his televised speech that the current turmoil affecting Italian bond yields reflects more of "a crisis of faith" in the global economy than any specific troubles in debt-laden Italy. The markets, he noted, "don't reflect the importance of (European Union) interventions."

CHICAGO (MarketWatch) -- Italy will accelerate a fiscal reform plan, along with pushing through new labor rules and rolling out a balanced-budget amendment to its constitution in a deal with European Union authorities, the Wall Street Journal reported, citing a source it described as familiar with the situation. The agreement won't require Italy to alter a plan to balance its budget by 2014 but will involve "speeding up" some elements related to welfare reform, the newspaper reported. A previous plan would have imposed automatic cuts to tax deductions and credits if welfare reforms had not been passed by 2013.

VIX is still green now. That means there is still panic around. I guess before closing bell today, there will be another new selling inpulse coming from mutual fund redemption. I had been panic since Tuesday. So I guess whole public mass are panic, too.
