1) lowering inflation --> lowering interest rate (this is accompanied by the great bull market of treasury)
2) higher leverage (as you said US entered debt market since 1982)
3) expanding PE (SP500's PE rose from 6-7 in 1982 to 40+ in 2000). expanding PE is mainly attributed to the above two factors. the chart is shown below.
Thus low inflation and high leverage can lead to a bull market. But on the contrary, high inflation won't necessarily lead to a bear market (unless the price is denominated in gold)
