It seems OK to me. The last time I used it is last Thursday and it was fine. Able to auto refresh. The bid/ask price is always correct, but sometimes the bid/ask volume is less than IB shows. No good free lunch...

Try it during the trading hour.

You will need a streamer to see the level 2 quotes from a broker. For me at work, no way I dare to open a streamer. So this website works best for me...

Thanks for this link. Just one point: If the auto refresh is turned on in this page, it will behave the same as a streamer, right? Then what is the difference between checking this page and broker's tool?

Differences:

1. The port may be blocked for the Broker streamer tool by IT;
2. You definitely don't want your boss see the icon of your streamer on the task bar right? It's so obvious. But no problem for a web browser, as long as you know how to hide it, for example, always change the tab of your firefox to the company's intranet when you are not watching the market, and minimize it.
3. I usually don't turn on the auto refresh. Too much traffic will cause attention from the IT too...
4. Level II is not the reason for your trading, just reference. You should concentrate on the chart. Just my 2 cents.
