Here are 2-month ETF charts (3x Bear, FAZ, TZA, BGZ and ERX. These are primary ETF 3x bear, which have top price-vol. daily. I don't count on SPXU/UPRO).
These ETF all hit their resistance, respectively.
Seems in short-term market should move up (Bull).
Note: my conclusion is NOT from ETF 3x Bull charts (FAS, TNA, BGU and ERX)

Yes, they move up and hit their resistance, respectively. There is a high chance they will pull-back due to the resistance.

No,

If it is a "falling wedge" or "bear flag", which is likely so, it will have a huge up if it breaks out.
