I do not understand is that CA can easily increase property tax. Compare to NJ, CA's property tax is low. Given everyone $700 debt, it is not hard to raise property tax to fill the hole. I do not want to have my tax money to bailout CA, period.

My guess is tax increase equals political suicide for some politicians. It is said CA requires 2/3 majority in order to pass a tax increase which makes it almost impossible.
