No, this idea was created by Fed last year, when they want to help to sell treasury notes without significant quantitative easing. They called it the nick name "panda bond". (My friend told me last year)
Actually, it is not a new thing for U.S to sell treasury notes in foreign currency, at least they have bonds in Euro, and Jap Yen.
Issueing bond in foreign currency is a choice when trade deficit is created to one country.
For chinese, it is definitly better than buy U.S dollar bonds since it won't introduce inflation. |
