Clay pastor secretly videotaped women undressing; authorities say case too old to prosecute
State can’t pursue prosecution because it happened 10 years ago.

A Fleming Island pastor secretly videotaped women as they undressed down to slips and bras in his office while trying on costumes for a church event, according to a Clay County Sheriff's Office investigation.
But because the video voyeurism occurred 10 years ago, the State Attorney's Office cannot "legally pursue a prosecution" against Berean Baptist Church co-pastor Greg Neal, according to a Tuesday letter from Assistant State Attorney James Colaw.
The Sheriff's Office investigated the video after a former church deacon's April 24 letter detailed it and other concerns he had about the church.
William Cochran's letter says in part that "a sin was committed, perpetrated upon three young women" when Neal secretly videotaped them in April 2001.
A call to Berean Baptist Church at 4459 U.S. 17 resulted in a "no comment" from a staff member who would not confirm if Neal, 37, is still co-pastor with his father. His home telephone number was disconnected.
Cochran's letter caused one church member to file a complaint with the Sheriff's Office April 25. He handed over a copy and notarized affidavits from other church members who had viewed the videotape, each stating it shows Neal adjusting the camera before concealing it, then turning it off later.
A deputy interviewed Cochran, who said church member Brent Bartlett told him he found the tape in a stack of videos Neal had given him in 2002 to review for that year's Berean Christian Academy basketball season. Cochran said he was forced to leave the church after he wrote the letter.
Bartlett confirmed the details when detective Heather Lanier called him April 26 at his new home in Mississippi. He said he told Neal and his father about the tape, and Greg Neal later "asked for forgiveness and told him it was the only time this incident ever happened," according to the investigation report.
Bartlett offered to resign in 2008, then was dismissed. He sent a video copy to Lanier, who showed it to two of the women on it.
One woman said she had heard rumors of the video since 2009, but Neal denied it and threatened her by asking "where would her family go to church and school if this was made public," the report said.
Both women also confirmed they and Neal were on the tape.
Lanier's requests to interview Neal were denied by his attorneys. The case was sent to the State Attorney's Office for review July 10 because video voyeurism is a sexual offense. But Colaw 's letter says while the evidence of "voyeurism in 2001 is overwhelming," the statute of limitations has expired and Neal cannot be prosecuted.
